Chief Financial Officer – Driving Food Security Infrastructure in Lagos
Our Client is a pioneering Special Purpose Vehicle (SPV) established through a strategic joint venture between the Lagos State Government and leading private sector partners. Its mandate is to design, develop, and manage critical food security infrastructure that underpins the state’s long-term agricultural resilience and economic growth.
We are seeking an exceptional Chief Financial Officer (CFO), a visionary leader with deep expertise in infrastructure finance, public‑private partnerships, and strategic capital mobilisation. This is a mission‑critical role for a seasoned professional ready to operate at the highest level of financial stewardship and governance.
Purpose of Role:
The CFO is the primary custodian of financial strategy, capital mobilization, and institutional governance for the client.
Reporting directly to the Managing Director/CEO, the CFO will lead the financial engineering required to sustain large-scale infrastructure projects and manage the complex fiscal relationship between government stakeholders and private investors.
This is a high-stakes leadership role requiring a professional who can perform effectively under sustained pressure in a mission-driven environment where structures are evolving, priorities shift rapidly, and execution speed is critical. The CFO must bridge the gap between public sector accountability and private sector commercial rigor.
Key Responsibilities:
Strategic Financial Leadership
- Design financial models that support long-term investment in food security infrastructure.
- Align financial planning with the “Produce for Lagos” programme and regional food systems strategy.
- Provide financial insights to guide expansion of the Food Security & Logistics Hub.
Infrastructure Financing & Partnerships
- Structure and negotiate funding for large-scale infrastructure projects (public-private partnerships, concessional finance, development finance institutions).
- Manage relationships with Lagos State Government, private investors, and multilateral partners.
- Ensure transparent reporting to stakeholders on project financing and outcomes.
Financial Planning & Performance
- Oversee budgeting, forecasting, and performance management across all business units.
- Drive profitability through margin optimization, cost control, and efficient resource allocation.
- Establish KPIs and dashboards to monitor financial health and operational efficiency.
Operational Finance & Supply Chain Economics
- Oversee cost management strategies that reduce food logistics expenses and improve affordability.
- Implement financial systems that track efficiency gains in reducing food waste and post-harvest losses.
- Support pricing models that balance commercial viability with social impact.
Capital Management
- Optimize capital structure and funding strategies.
- Oversee cash flow management, working capital, and liquidity planning.
- Lead fundraising initiatives, including debt and equity financing.
Risk & Compliance
- Identify and mitigate risks related to infrastructure investment, agricultural supply chains, and food systems volatility.
- Ensure compliance with Nigerian financial regulations and international standards.
- Maintain strong governance and accountability frameworks.
Leadership & Capacity Building
- Build a finance team skilled in infrastructure finance, agribusiness economics, and public-private partnership management.
- Collaborate with operations, logistics, and sustainability teams to integrate financial goals with operational priorities.
- Act as a trusted advisor to the CEO and Board on financial sustainability and impact measurement.
